A Blueprint is randomly acquired by crafting certain items. These are needed in order to craft certain higher tier items found in the Cooking, Tailoring, Carpentry, and Armorsmithing skill paths.

Each blueprint requires one, or more, of its components to be regional of a random region.

Creation

Blueprint is a random drop that you can acquire while performing a corresponding crafting action. For example - novice armor gives no blueprints, when creating regular armor you have a small chance of obtaining a blueprint for a heavy armor and making a heavy armor gives you a small chance of obtaining a blueprint for royal armor.

Usage

Blueprints can be used (read) to learn the blueprint (consuming the blueprint item). When the learned blueprint is used to create something, your character promptly forgets the learned blueprint. You can read/learn multiple blueprints of the same object, which may, or may not, require materials from different regions.

Draw Blueprint

Users have the option to "Draw Blueprint" which will remove it from your list of available objects to make and generate a blueprint item that can then be traded/sold to another player.

Answer: Blueprint is a random drop that you can acquire while performing a corresponding crafting action. For example - while making Novice armor you've realized how to make a veteran one. Such blueprinted armors will be more effective and more expensive. That is something you will have to consider to wear on before battle.
