Steel bars can be fabricated from iron bars and Flux, or created from steel ingots or lumps in a Bloomery. To create a Steel bar from iron ones, put 2 iron bars and 6 Flux in either a Furnace, Forge and Anvil, Blacksmith's shop or Bloomery and heat it up to at least 1500° for the iron to melt. The Flux will be instantly "melted", but just leave it until the iron melts as well. Once the iron is melted, use the Smelt command with a crucible and tongs equipped (NOT the primitive version) to create a Steel bar.

Note: This process for fabricating Steel from Iron is not the most efficient method. The most efficient method would be to create a Steel ingot from 12 Flux and 2 Iron ingots, and then using a Bloomery heat the steel to 2000° to melt the ingot down into either bars or lumps. This particular method requires only 2.4 Flux per bar instead of 6.
