Stopping power is one of the hotbar abilities.
It has cooldown of 15s, castable only in combat stance with any crossbow equipped. After cast it applies passive buff which will imbue your next shot with 1 second stun effect. The buff has infinite duration and you can wait for the cooldown to refresh, effectively doing 2 stunning shots in a row.
