Tabard is a part of 1.1.0.1 beta Heraldry update. It's a decorative outfit for guild members with its own, independent slot. It can be worn over any armor. Colors and symbols designed by the guild leader in the heraldry menu will automatically apply to all tabards worn by the guild members. Tabards worn by guildless characters will look like nothing but a regular, white rags.
