Level	Description
All	Maximum quality of crafted outfits.
0	Can craft novice padded armor and primitive clothing. Can make strips of leather.
30	Can craft regular padded armor and simple clothing. Can craft novice leather armor.
60	Can craft outfits and decorated clothing. Can craft regular leather armor. Chance of inventing heavy armor blueprint.
90	Can craft heavy padded and leather armor. Chance of inventing royal armor blueprint. Slight chance that crafted armor would be exceptional (+20% quality and unique name).
100	Can craft royal padded and leather armor.

Skill ID 25

Tailoring is one of the two tier 4 crafting skills in the Household branch and the one branch following the cooking skill. It allows to create outfits and light armor (leather, padded, lamellar). Level 30 of Cooking is required to learn this skill. To increase Tailoring past level 30, Cooking skill must be at level 60.

If you have plenty Plant Fibers to make Simple Cloth then you should train by crafting Novice Padded Gauntlets.
If you have plenty Hank of linen to make Linen cloth then you should train by crafting Tabard.
